What it would cost you
The instrument and site numbers are allowances, not ceilings.
Nothing on any plan refuses to take an instrument in — you are billed for what is above the allowance, in falling bands, up to a monthly ceiling of $310.00 however large the register gets. Only people are a hard limit, because adding a staff account is administrative and a refusal costs nobody a day's work.
Three numbers describe a laboratory for billing, and you already know all three.

A portal login for your own customers is not a person — those are free, and there may be hundreds. Suspending somebody who has left frees their seat and keeps their records.
Instruments, in bands, and capped.
$0.30 each from 1 to 500, then $0.08 each from 501 to 2,500, then $0.00 each beyond that — and never more than $310.00 a month in total, however many you hold. An instrument earns you one calibration a year, so a charge that took a real bite out of that would give you a reason to keep instruments out of the system — and the recall engine is the thing that protects your revenue. A test-and-tag business with forty thousand items pays the same for them as one with three thousand.

What every plan includes, whatever it costs
These are mandatory clauses of ISO/IEC 17025.
A laboratory that cannot record a complaint because of its plan stops recording complaints, which is the wrong incentive at the worst possible moment.
Document control (§8.3)
A mandatory clause. A tier without it cannot be used by an accredited laboratory.
Training and competence records (§6.2)
The one an assessor opens first. Charging for the evidence behind an authorisation is charging for the authorisation.
Nonconforming work, complaints, corrective action (§7.9, §7.10, §8.7)
These fire when something has gone wrong. A laboratory that cannot record a complaint because of its plan is a laboratory that stops recording complaints.
The audit trail and record retention (§7.5, §8.4)
Records are the laboratory's and its customers' — they outlive any subscription.
Uncertainty, traceability and the calculation engine
This is the product. A certificate computed to a lesser standard would be a different certificate.

What is never charged for

Two limits that are counted and never enforced
Instruments and locations are billed, not blocked. A laboratory that cannot book an instrument in because a counter rolled over has a customer standing at the counter, and that is a worse outcome than an invoice discussion. Seats are the exception and are hard: creating a staff account is an administrative act, and the refusal names what is not affected.
If you stop paying
Your records stay yours and stay readable, and you can export all of them at any time. What stops is new work — no bookings, no readings, no certificates, no outbound messages. Certificate verification by QR code never stops at all. A failed payment restricts nothing for 30 days; the commonest cause is a card that expired.
